Illegal imports accounted for 90% of total mobile handset imports in 2005, but somehow that dropped to 10-20% last year. The numbers come from a presentation by the president of a Russian trade body; the big difference was a law enforcement campaign against illegal imports which encouraged retailers to bring in the handsets directly instead of using intermediaries.
